External RSPP and construction-site safety

Practical, experienced support for managing workplace safety and coordinating construction activities—from documentation to on-site checks.

External RSPP and construction site FAQs

What is an external RSPP?

An external professional appointed to perform prevention and protection service duties where permitted. The engagement should reflect the organisation and its risks.

Does appointing an external RSPP replace the employer’s duties?

No. The RSPP supports prevention, but the appointment does not transfer duties assigned to the employer by law.

What is the difference between RSPP, CSP and CSE?

The RSPP supports company-wide prevention; CSP and CSE coordinate construction-site safety at the stages and in the cases set by law. Requirements depend on the project and applicable rules.

What can external RSPP support include?

It may include site visits, risk analysis, procedures, planning preventive measures and coordination with company roles. The scope is agreed according to the organisation’s needs and appointment.

What is a PSC for?

The Safety and Coordination Plan sets out safety coordination for construction sites where it is required. Its content and responsibilities depend on the site and applicable rules.

What is the difference between a PSC and a POS?

Where required, the PSC addresses site-wide safety coordination; the POS describes the executing contractor’s safety arrangements. Applicability should be checked for each site.

When should a DUVRI be considered for a contract?

Check whether contracted activities create interference risks and whether the rules require the document. The assessment depends on the contract and the work actually performed.

What can a construction site visit cover?

It may include observing work, checking relevant measures and documents, and coordinating with contractors. The scope depends on the appointment and project stage.

How are multiple contractors coordinated on site?

Clarify roles, activities, interfaces and communication, then check that agreed measures are implemented. Specific duties depend on the client, contractors and site setup.

What information is needed to scope an appointment?

Useful details include activities and locations, workforce roles, known risks, available documents, and any construction sites or contracts. The support scope and approach can then be agreed.
