Companies that make additional workplace-safety improvements can ask INAIL to reduce their average premium rate using the OT23 form. For the 2027 application, the work takes place in 2026, so evidence should be collected as measures are implemented.
Who can use OT23
The benefit recognises improvements beyond minimum legal requirements. The application is linked to the company’s insurance position and submitted online with the evidence required for each claimed measure.
The reduction is not automatic: INAIL checks eligibility, implementation and supporting records. Conditions and amounts can depend on company size and insurance position.
The 2027 application timetable
The 2027 form concerns measures implemented in 2026. INAIL’s publication notice sets 1 March 2027 as the online application deadline.
Use the remaining time to check the current form, choose feasible measures and gather evidence before year-end. Check INAIL’s portal and instructions again before submitting.
Choose and document the measures
Start from company risks and the measures that actually apply in the OT23 2027 annex. Complete each measure on time and meet its technical conditions; evidence must prove the requirements for that specific item.
Open a file for each measure and retain relevant orders, invoices, training records, minutes, dated photographs and updated procedures as required. The official guide—not a generic document list—determines which evidence applies.
- Use the 2027 form and official guide.
- Confirm measures go beyond mandatory duties.
- Record owners, dates and evidence.
- Plan completion by 31 December 2026.
Prevention first, premium reduction second
OT23 works best as part of a prevention plan, with any premium reduction as an additional benefit. Choose measures that address real risks and can be completed and evidenced.
INAIL updates the form annually. Verify the current version, deadline and instructions directly with INAIL before applying.
Turn the form into a 2026 action plan
The OT23 2027 form has six sections and 65 measures, covering areas such as injury and occupational-disease prevention, training, safety organisation, emergencies and personal protective equipment. Select applicable measures and follow each item’s specific conditions.
Assign an owner, deadline, budget and required evidence to each measure. Check technical conditions before buying equipment or starting work; discovering a missing requirement at year-end can undermine the application. Measures must be completed in 2026 and the online application submitted by 1 March 2027.
What evidence to keep
Evidence depends on the selected item and must show that its requirements were met. Depending on the measure, this may include orders, invoices, minutes, training records, procedures, dated photographs, technical sheets or inspection records.
Create a digital file for each OT23 item and check that dates, sites, workers and equipment match the application. Compare the completed file with INAIL’s current guide and keep a copy of the submission and attachments.
- Use the 2027 edition, not the previous year’s form.
- Link each measure to its specific evidence.
- Assign someone to check documents and completeness.
- Submit online before 1 March 2027.
